Bakari G. Lee is a limited partner at the law firm of McManimon, Scotland & Baumann, LLC. Mr. Lee’s primary practice area is public finance, having served as bond counsel to the State of New Jersey, the Hudson County Improvement Authority, and the Passaic, Paterson, West New York and Montclair parking authorities, among others, in connection with securitized and general obligation bond issuances, federal and state security disclosure, the negotiation of contracts and complex business and financial issues, and county and municipal legislation. Mr. Lee also provides underwriter’s counsel services for conduit and non-conduit authority financing. Mr. Lee also has served as special counsel for mixed finance transactions involving low and moderate income housing tax credits for public housing agencies in Newark, Camden, Long Branch, and Orange, New Jersey. Mr. Lee also has experience representing qualified active low-income community businesses in highly complex and innovative financings under the federal New Markets Tax Credit Program. In addition, Mr. Lee provides general counsel services to public and private entities involving a wide array of issues, with expertise in the creation and management of nonprofit corporations pursuant to the New Jersey Nonprofit Corporation Law, the procurement of services in accordance with the Local Public Contracts Law, and parliamentary procedure under Robert’s Rules of Order. Mr. Lee has represented a number of clients in redevelopment matters as well.
Mr. Lee was appointed in May 2006 to the Board of Trustees for Hudson County Community College. Mr. Lee is an Officer of the Board serving as Vice Chair and Chair of the Finance Committee, in addition to serving on several ad hoc committees. Further, Mr. Lee was recently elected to the Board of Directors for the Association of Community College Trustees (ACCT), and was elected as Northeast Region Chair on the board. Mr. Lee is also the Chair of the New Jersey Council of County Colleges, serves as one of the organization’s Trustee Ambassadors, and previously served as the Chair of the Legislative Committee. Mr. Lee was awarded an honorary Associate of Arts degree by Atlantic Cape Community College in 2013.
Prior to joining McManimon, Scotland & Baumann, LLC in August 2003, Mr. Lee was a law clerk for the Honorable Darryl Dean Donohue of the Territorial Court of the Virgin Islands – St. Croix Division. Prior to joining the Territorial Court, Mr. Lee was a Senior Financial Analyst in the Animal Health Division of Pfizer, Inc. in positions of increasing responsibility, ultimately supporting the division’s business development and strategic planning initiatives.
Mr. Lee received his Juris Doctorate from the Rutgers University School of Law – Newark in 2000 and graduated from Florida A&M University in 1994 with a Bachelor of Science degree in Business Administration with a Finance concentration. He was admitted to the practice of law in the State of New Jersey and the United States District Court of New Jersey in 2004, and in the State of New York in 2007.
Mr. Lee is a member of the National Association of Bond Lawyers, a member of Omega Psi Phi Fraternity, Incorporated, and a Past Basileus (President) of the Jersey City Chapter. Mr. Lee has been named as a Super Lawyers Magazine Rising Star in each year since 2009.
