Bakari G. Lee is a member at the law firm of McManimon, Scotland & Baumann, LLC Mr. Lee’s primary practice area is public finance, having served as bond counsel to the State of New Jersey, the Hudson County Improvement Authority, and the Passaic, Paterson, West New York and Montclair parking authorities, among others, in connection with securitized and general obligation bond issuances, federal and state security disclosure, the negotiation of contracts and complex business and financial issues, and county and municipal legislation. Mr. Lee also has served as special counsel for mixed finance transactions involving low and moderate income housing tax credits for public housing agencies in Newark, Camden, and Orange, New Jersey. Mr. Lee also has experience representing qualified active low-income community businesses in highly complex and innovative financings under the federal New Markets Tax Credit Program. Mr. Lee has served as underwriter’s counsel for conduit and non-conduit authority issuances. In addition, Mr. Lee provides general counsel services to public and private entities involving a wide array of issues, with expertise in the creation and management of nonprofit corporations pursuant to the New Jersey Nonprofit Corporation Law, the procurement of services in accordance with the Local Public Contracts Law, and parliamentary procedure under Robert’s Rules of Order. Mr. Lee was appointed in May 2006 to the Board of Trustees for Hudson County Community College. Mr. Lee is an Officer of the Board serving as Vice Chair and Chair of the Finance Committee, in addition to serving on several adhoc committees. Further, Mr. Lee was recently elected to the Board of Directors for the Association of Community College Trustees (ACCT), and shortly thereafter he was elected Northeast Region Chair. In addition, Mr. Lee has served as an Associate Member of ACCT’s Governance and Bylaws Committee since February 2008, he was appointed to the 2011 Northeast Region Awards Committee, and he was elected to the 2010 Northeast Region Nominating Committee prior to being nominated for a Northeast Region Director seat. Mr. Lee is also the Chair of the New Jersey Council of County Colleges and serves as one of the organization’s Trustee Ambassadors. Prior to joining McManimon, Scotland & Baumann, LLC in August 2003, Mr. Lee was a law clerk for the Honorable Darryl Dean Donohue of the Territorial Court of the Virgin Islands – St. Croix Division. Prior to joining the Territorial Court, Mr. Lee was a Senior Financial Analyst in the Animal Health Division of Pfizer, Inc. in positions of increasing responsibility, ultimately supporting the division’s business development and strategic planning initiatives. Mr. Lee received his Juris Doctorate from the Rutgers University School of Law – Newark in 2000 and graduated from Florida A&M University in 1994 with a Bachelor of Science degree in Business Administration with a Finance concentration. He was admitted to the practice of law in the State of New Jersey and the United States District Court of New Jersey in 2004, and in the State of New York in 2007. Mr. Lee is a member of the National Association of Bond Lawyers, a member of Omega Psi Phi Fraternity, Incorporated, and the Immediate Past Basileus (President) of the Jersey City Chapter.
