Bakari G. Lee is a partner at the law firm of McManimon, Scotland & Baumann, LLC. Mr. Lee’s primary practice area is public finance, having served as bond counsel to multiple clients at the state, county and local level, as well as providing underwriter and trustee counsel services. Mr. Lee also provides special counsel services for affordable housing transactions, involving low and moderate income housing tax credits and other federal programs including the Rental Assistance Demonstration program, for public housing agencies and private developers alike. In addition, Mr. Lee provides general counsel services to public and private entities involving a wide array of issues, with expertise in the creation and management of nonprofit corporations pursuant to the New Jersey Nonprofit Corporation Law, the procurement of services in accordance with the Local Public Contracts Law, and parliamentary procedure under Robert’s Rules of Order. Mr. Lee has represented a number of clients in redevelopment matters as well.
Mr. Lee is an active advocate for education. In May 2006, Mr. Lee was appointed by the Hudson County Board of Chosen Freeholders to the Board of Trustees for Hudson County Community College and currently serves as Vice Chair, Chair of the Finance Committee, a member of the Capital Project Advisory Committee and as the trustee liaison for Commencement. Nationally, Mr. Lee serves on the Board of Directors for the Association of Community College Trustees (ACCT). At ACCT’s Annual Congress in San Diego in October 2015, Mr. Lee was elected Chair-Elect of ACCT. As such, he will accede to the office of Chair at the 2016 Annual Congress.. Mr. Lee is also the Immediate Past Chairman of the New Jersey Council of County Colleges and serves as a Trustee Ambassadors. Mr. Lee recently gave the commencement speech at Atlantic Cape Community College and was awarded an honorary Associate of Arts degree by the college for his work in the community college sector.
Prior to joining McManimon, Scotland & Baumann, LLC in August 2003, Mr. Lee was a law clerk for the Honorable Darryl Dean Donohue of the Territorial Court of the Virgin Islands – St. Croix Division. Prior to joining the Territorial Court, Mr. Lee was a Senior Financial Analyst in the Animal Health Division of Pfizer, Inc. in positions of increasing responsibility, ultimately supporting the division’s business development and strategic planning initiatives.
Mr. Lee received his Juris Doctor from the Rutgers University School of Law – Newark in 2000 and graduated from Florida A&M University in 1994 with a Bachelor of Science degree in Business Administration with a Finance concentration. He was admitted to the practice of law in the State of New Jersey and the United States District Court of New Jersey in 2004, and in the State of New York in 2007.
Mr. Lee is active in several social and civic organizations. He is a member of Omega Psi Phi Fraternity, Incorporated, and a Past Basileus (President) of the Jersey City Chapter. Mr. Lee is also a member of Sigma Pi Phi Fraternity where he serves as the northern New Jersey Social Action Chair. Mr. Lee is also the Volunteer Program Administrator for the Morristown Neighborhood House Rites of Passage Program. Mr. Lee has been named as a Super Lawyers Magazine Rising Star for several years. Mr. Lee is also the proud recipient of the 2015 Boy Scouts of America Whitney M. Young Service Award.
