Biography
Richard L. Gans has had a 35-year distinguished legal career in the public and private sectors. Richard has extensive experience in all phases of procuring and delivering complex infrastructure projects: Design-Build construction; Public-Private Partnership (P3) development initiatives; and multi-billion-dollar rail car acquisitions. A skilled negotiator, litigator, counselor and transactional attorney, he is versed in multiple areas of the law including real estate, employment, environmental, insurance, IP, government ethics and regulations, labor relations and mass and toxic torts. Richard is an experienced arbitrator and crisis manager and has led Diversity and Inclusion initiatives and sensitive investigations.
Most recently, Richard was a Senior Advisor to the Gateway Development Commission where he drafted and negotiated critical project agreements and advised senior management on key business decisions to support the delivery of the Hudson Tunnel Project. He served as Vice President and General Counsel for two of the largest commuter railroads in North America, MTA Metro-North and Long Island Rail Road.
