Biography
Karl P. Kemm’s practice focuses on Land Use, Development, Redevelopment and Commercial/Transactional Real Estate.
He represents both private clients and governmental entities in virtually all aspects of these areas from providing initial counseling through acquisition, acquiring land use and regulatory approvals and litigation.
He has represented developers of residential, commercial and mixed-use projects--both large and small--from conception to completion. Karl has served as a municipal attorney, special counsel to municipalities, planning board attorney and zoning board attorney for a number of municipalities in New Jersey. He has also served as the Authority Solicitor for the East Brunswick Sewerage Authority, general counsel as well as on the Board of Directors for the New Jersey Association of Environmental Authorities.
In the private and governmental sector, Karl has represented entities in the requirements of land use, development and redevelopment laws and regulations. Karl provides guidance and representation across a broad area of development /redevelopment requirements and prerequisites including, obtaining amendments to municipal zoning ordinances, declarations of areas in need of redevelopment or rehabilitation, formulation of or amendments to redevelopment plans, redeveloper designations and redevelopment agreements.
He has also assisted clients on the land use requirements and practices that are critical to successful redevelopment/development including, appearing before land use boards and commissions on the municipal, county, regional and state levels in connection with obtaining permits and approvals for client projects including, site plan approvals, subdivision and variances.
Karl’s background provides a broad knowledge of local, county and regional government operations and procedures and the laws that govern them as well as their interaction with county, state and federal regulations. These areas include: real estate acquisition, sale and leasing, land use and regulation, redevelopment, eminent domain, real estate property taxation, water, sewer and stormwater infrastructure, regulation and permitting and affordable housing requirements and regulations. Karl’s experience provides a unique background and a practical approach to guide both private and governmental clients in all of their legal requirements in these and related areas.
Karl graduated from Monmouth University in 1989 with a B.S. in Business Administration. He received his J.D. from Widener University, Wilmington, Delaware in 1995. He was admitted to practice in New Jersey State and Federal Courts in 1995 and the United States Court of Appeals for the Third Circuit in 1998.

Our firm closed on a complex and significant transaction in representation of our client the Newark Housing Authority (“NHA”) to acquire three affordable housing developments known as West Kinney (133 units), Stella Gardens (93 units) and Hayes (37 units) (collectively, the “Developments”).
