A New Financing Pathway for New Jersey School Districts

Recent legislation has opened a faster, more cost‑effective route for New Jersey school districts to fund essential capital projects, and MS&B attorneys Andrea L. Kahn, Christopher B. Langhart, and Amy E. Baumgaertel have already helped two districts put it to work. 

Under P.L. 2023, c. 311, our team represented the Wayne and Brooklawn Boards of Education in issuing bonds through their respective county improvement authorities.

  • Wayne secured $7.16 million in financing through Passaic County. 
  • Brooklawn secured $6.29 million through Camden County, marking the first project in New Jersey to receive school debt service aid under the new law. 

Because these transactions proceed without a referendum and leverage lower borrowing costs, districts can move critical projects forward more efficiently and affordably.

With these initial transactions complete, this financing tool is now proven and available statewide for districts facing urgent facility needs.
