Aligning Approvals and Financing to Advance Clean Energy

Clean energy projects rely on two critical pillars: regulatory approvals and favorable financing. But in practice, the timing between them is everything— a missed deadline can jeopardize millions in public benefits.

MS&B attorneys Ted J. Del Guercio, Leslie G. London, and Jessica F. Silva guided the Middlesex County Utilities Authority (MCUA) through a complex procurement and multi‑agency approvals process for its new renewable natural gas (RNG) facility, ensuring the project met the NJDEP Authorization‑to‑Award deadline. 

Meeting this milestone unlocked substantial financing advantages for MCUA, including:

  • $10–15 million in total savings for ratepayers
  • $2 million in principal forgiveness
  • 0% interest financing for 75% of eligible project costs 

Once completed, the facility will convert landfill gas into pipeline‑quality renewable natural gas for integration into PSE&G’s system. The resulting emissions reductions are projected to be equivalent to removing approximately 158,000 vehicles from New Jersey roads each year.
