Strengthening Affordable Housing Through Strategic Partnership in Plainfield

MS&B attorneys Bakari G. Lee and Malcolm X. Thorpe have once again guided one of our housing authority clients through the successful negotiation and execution of a complex master development agreement. The Housing Authority of Plainfield has formalized a partnership with WinnDevelopment Company to preserve 353 affordable housing units across two residential communities. 

The multi‑phase agreement includes: 

  • Phase 1: A comprehensive rehabilitation of 225 senior housing units at Richmond Towers (510–520 East Front Street), enhancing both residential and community spaces.
  • Phase 2: Rehabilitation or full reconstruction of 128 affordable family units at Joanne Hollis Gardens (317 Plainfield Avenue).

Financing for these phases is expected to draw on HUD’s RAD Program, Section 18, and Low‑Income Housing Tax Credits, ensuring long‑term affordability for seniors and families while modernizing the Housing Authority’s portfolio.
